Police strongly suspects the two incidents are connected. The

The latest update now is that witnesses believe they have seen the same
guy, or at least a Scandinavian-looking person dressed in a Police
uniform, in the area of the explosion earlier today. This may always be
a case of "false memory", I suppose, but the police seem to think that
these people are credible.

We will know more in a couple of hours, or maybe in a couple of days.
The desperado has been detained alive.
