It looks like rather a short mitre, so perhaps he's an under-bishop or a
bishopling or something. The folds of cloth look like a stole, which is a
strip of cloth they put round the back of their neck and across their chest
when they're conducting the liturgy. The girly hairstyle was the fashion of
the time.
