It doesn't matter what Job's believes or professes to believe what matters is how he runs his business. He has the best Tax Lawyers and the best Accountants and their ideology is making money, they make it the old fashioned way, which is any way they can, and have no doubt they keep Apple's taxes (and Mr Job's taxes as well), to a minimum. They keep the bottom line robust and if any policy doesn't support that goal is put out with the recycling. Apple is a first class globalization company, their circuit boards are made by Foxcon in China, their cases are injection molded in China, their chips are made in fabrication facilities in Indonesia the Philippians and anywhere else it's cheapest to do so.

Apple couldn't build an iPad in the US if they wanted to, and Job's policies helped make is so. Finally Apple was built as a company when California and the United States were a fare bit friendlier to startups, now they are a big business, which is all in favor of barriers to entry,. California and for the matter the Feds have been erecting more and more of them every damned day., and Apple is just fine with that. Just as a bit of counterpoint.
