Thanks for looking, Steve and Darren, and thanks for your humorous remarks.
This is one of several county parks where I live. It is the site for many dog shows, picnics and other events, but it serve primarily as the local 4-H fairgrounds. There are three more or less permanent areas: horse show rings, a runway for model aircraft take-offs and landings, and the launching pad used by the 4-H rocket clubs. Obviously, the rockets spook the horses, ego this prohibition. I though the sign singularly specific, and therefore a bit humorous.
