I can't remember what they are called, but I think part of it is missing. Those holes in the round gizmo at top are to hold the shafts of things that looks like fan blades. The blades stick out horizontally.
There should be some way to put candles on the lower tiers. You light the candles and the rising heat makes the fan spin.
