We've had much the same issue in a few of our cities. The councils served trespass notices and the police said they wanted nothing to do with it. I haven't been paying much attention so I don't know if there have been further developments. The protesters in my city camped in a silly place where nobody really notices them. I think in your case the authorities just need to wait as they'd have to be pretty hard to camp over winter.
