It's probably my fault Brian. I switched my cable provider back to Frontier (Verizon) from 3 weeks of Comcast. They wouldn't change their billing date to "after my SS check arrives" which lead to me telling them to get their f'ng equipment out of my house.
The coincidence here is that Frontier promises 25/25 upload/download speeds over their fiber optic network. I now know how they do it. Whether it's browsing, or capturing my mail, there has appeared a noticable lag, up to 5 seconds, before the page appears (quickly) or a message arrives or goes on it's way. Yesterday several messages arrives hours after they were sent, according to their own time stamps. What I think Frontier is doing is time chopping, wherein traffic is held until there is an opening in the stream at which time it is shot off, or captured in, at the advertised rate. Disconcerting.
