If you can hand hold your 400 at 1/1000th, you can certainly hand hold the 550 
at 1/2000th. Shake reduction helps a lot as well. Of course shooting off a 
tripod is ideal, but for birds in flight, handholding is almost essential. Buy 
the lens!
