I've seen similar holes adjacent to/or in flowing bodies of water - I was told they were formed over many years by the moving action of pebbles caused by water flowing over them. I've posted images of these that were formed in the Carp river in the Porcupine Wilderness State Park, in the Upper Peninsula of Michigan.
