As for the quote, it actually came from Supercar. It was episode 17, 'Flight of Fancy' where Jimmy Gibson has a dream in which Mitch the monkey can talk. They borrow Supercar and go off on their own (without the grown ups) to rescue a princess from two corrupt politicians Hertz and Marzak. It was these two who had the conversation you refer to! The full line was "you will be what you have always been; a bliiiithering idiot........ worm!" Although I can't remember for sure, I think the two characters in the dream sequence were based on the 'real' characters, Masterspy and his dim witted assistant Zarin. It was around 1961, so I'm a bit rusty! Apologies for being soooo off topic. I am now going to go and peel myself.
