I'm on another photo forum where someone posted a couple of pictures, asking for advice on how to expose them properly. He did use the flash for fill, outside, with a compact digital point and shoot. Once it was determined what camera he was shooting with people stopped suggesting speedlights, and concentrated more on things like, have the model (who is black by the way) take off her baseball cap, and various suggestions for reflectors to use for fill. Then, today, someone posts:
