That's a striking photo! The lighting is amazing and that lit top floor as it 
zig zags across the frame is quite dramatic.

The statue is a "Soldiers and Sailors Monument".  Oddly, William Penn does not 
make an appearance in Penn Square.

Nice capture Rick, especially in the larger version.
The big one puts emphasis on the illuminated windows/decorations on
the top of the building.
They are balanced by the statue (Wm.Penn?) to the lower right.
This is a good looking night shot!
