First off, any design or redesign of a web site today should be using Responsive Web Design. It is a Design Once, and Look Good on Any Size Screen approach (including tablet and smart phones). Today, that is most likely going to be accomplished with jQuery. So if you are set on hiring a developer, I'd say you want a jQuery or jQuery Mobile developer. However there is a LOT of cool jQuery stuff already written that can be adopted into your web site.
