Collin, I'm reasonably certain it's never been possible to preview Word documents in Explorer. There are three ways I know of in Explorer to open a selected file: my current version of Explorer (W7 64-bit) has a button in the top menu bar to open the file, a right-click and select "Open", and double-click if the file association is in place.
