Charles, I am using this workaround (LR3.*, Windows): While under any but "web" tab in LR, choose the collection for which you had the right template set previously. Then choose the "web" tab. Then choose the collection for which you want to use that template.
Note that for this to work, the collection should be "web-virgin", i.e. not "exposed" to the "web" tab prior to this operation.
