Yeah, I'm pretty sure it's the photo I meant. It's the one that links
from Wikipedia:

I see a black eye with a red surround. The upper part is shadowed & kind
of dull, but the red appears to go completely around the eye.
There's a white ring that goes all the way around the neck with a black
ring below it. The second white & black "rings" below that don't go all
the way around because of the brown feathers on the back.
A search for "Killdeer" in Google Images also turned up many images
showing the red circle around the eye.
