LLBO: Liquor Licence Board of Ontario. Means the place is licensed to sell booze.
If you brought your own to a place like Happy Time they'd boot you out; I'm sure they make almost all their money on beer. In down and out areas of town there are lots of these greasy spoons (often, for some reason Chinese restaurants) that serve really cheap domestic beer at like three bucks a bottle (about half the price of a decent downtown bar). At all hours one can see sad old men sitting at tables nursing a beer or two, just staring blankly into space. One rarely sees food on any tables, just cheap beer. This is one such place...
