Back a few years before things like GoPros, I used waterproof 'bullet cams' <http://www.dogcamsport.co.uk/sony-hq-dnr-1-bullet-camera.html> but obviously they need a separate recording device. I used to run the cable to a small mini-DV cam with an AV input nearby. The pain was the time taken to rig it all. Still have all the kit but will be selling it as it's now past it. Used it here to reasonable effect on the oar of a rowing boat, and also for one or two shots on a pole at water-level and an overhead view.
