Wow it looks like an excavation of ancient Rome. As cities age you have to assume there is much of the underground structures that need work.

The workers got locked out by the company and the management is manning this work, it appears - but also have hired outsiders. I was sort of fascinated by the decaying infrastructure and a bit concerned, as well, as this is only about 100 yards down the street from my building. ann
