i can't focus that closely either (it's less than a third of my normal viewing distance, with glasses) but the point is to achieve the angles of view indicated by the faint circles; it will vary on each display, but for me i had to be at about 250cm to get the correct angle of view
the angles are measured from the center, so the 10° circle will actually be 20° wide if you are at the correct distance; i tried to find other sources for this information, and gave up for lack of time, though i was left with the impression that the visual field varies quite a bit from person to person
