Your plan reminds me of a project I worked on in the spring. I was invited to be co-creator on a fashion editorial. Part of it involved custom "clothing" that was made of poster board covered in Post-it notes. The basic concept was already in the head of my partner when I joined, but I came up with the mechanics of how to attach the boards together and keep the outfit on the models -- my very first clothing design gig. The whole project took about 8 weeks and it was some of the most fun I've ever had. But, I can report that Post-it notes are very tricky to work with when used as clothing material. First of all, they don't stay stuck to skin very well. They stick to poster board, but not so well outdoors in 10 degree Celsius and with a stiff breeze. If you remove a peeling-up note, don't attempt to stick it down again -- just apply a new one. Post-its curve nicely to follow gentle contours, but they will peel at the edges and/or curl at their corners, especially if warmed (eg by being stuck on skin) or from the sun.
