Hi, Tom, I'm probably wrong (no big surprise), but prior to confederation, present day Quebec was the colony of Lower Canada, and present day Ontario was Upper Canada. So called, I believe, because the St. Lawrence River was the major transportation/trade route, and Lower Canada was down-river. So, maybe parts of Canada farther east of Quebec are farther down river...
I dunno. Since my proclaimation of earlier this evening that Canuck was originally derogatory slang for Ukranians of Western Canada, I've poked around the 'net a bit, and it may be that it's some sort of Algonquin/French slang for "man".
