it goes back to the early days of commando training during WWII in Scotland.
Because of the rope shortage the trainee commandos weren't able to practise
climbing and abseiling satisfactorily, which was of course a serious threat
to their effectiveness. One of the first commandos had been a ghillie on the
royal estates, where the wearing of the kilt was mandatory and traditional
(the late Queen had a weakness). This ghillie suggested that the rope
training could be continued if the commandos were to wear kilts on the cliff
face. That way each man could follow the other, and by reaching upwards have
something firm to hold onto on the way up, thus forming a kind of human
chain. The practice of nothing being worn under the kilt was therefore
extended by the commandos to all clothing, whether trousers, sarongs or, at
weekends, slinky black dresses.
