that guys is confused about the market value and the artistic value of a work. He seems to think the sale price is an indicator of the work's artistic value, which it isn't necessarily, and that the 'art world' decides the financial value, which it doesn't. It's a reflection of what the art market, which is only a small part of the art world, thinks it's worth as an investment. It's not so long ago that there was no significant market for art photography, and the same pictures could be had for tuppence. Their art value hasn't changed since then, but the market's perception of value has. It could easily change again, and the pictures could become worth tuppence again - without their art value changing - and someone would have made a tidy profit while someone else would have made an untidy loss.
