i concur with the others; you are working with someone who doesn't understand what they are asking you, and is just parroting technical jargon; in my years in print production i've met many skilled professionals who have trouble with these concepts
it sounds like this is for print production; as others have noted, you can simply multiply their intended print dimensions in inches by 300 to figure the size in pixels to provide them; you can also set 300 ppi in the export step (or in Document Size in Photoshop) to make it more convenient for them, as it will make the default size of the image more correct in a layout application, but it's to do some slightly resizing in production
if you are on good practical-jokester terms with the requester, send them an image 100 pixels across at 300 ppi resolution (it will output at 1/3" at that resolution, but will meet their spec)
