LR recently changed the behavior of flagging so that rather than flagging being local to a collection, it followed the photo everyplace, so a photo couldn't be tagged in one collection and untagged in another.
Now, it's weird. I Tagged a bunch of photos, published them to facebook, untagged some of them. And when I went to the collection, all of the photos were still tagged. But when I untagged one in one collection, it untagged the same photo in another collection.
