years of research into the effects of light on lenticular surfaces, mate.
Either that or it's flare from the street lights on my phone's lens. I seem
to recall it being a wet evening, but the pavement looks dry - I think it's
beneath an awning - and the moisture in the air must have contributed to the
effect. Not something I could reproduce at will.

Back in film days, you could get that effect by shooting through a
filter smeared with Vaseline.
