I don't know about Thunderbird, but on my Mail program I have filters set along 
with multiple inbox folders. Anything coming from PDML goes to a PDML folder, 
except for those tagged PESO or GESO which go to a different folder. These and 
other filter rules are applied first, and then the remaining unfiltered 
messages are evaluated for their junkiness.
