Being contrary again: Depends on the effect you're trying to achieve. Water waves are often not particularly contrasting, and if you're echoing water waves, this seems like an effective composition. In addition, by not highlighting the hair, you focus more attention on the face/shoulder. (It's called "Waves", but my eye gets drawn to the face, making the hair a punctuation.) If you really want to focus on the hair, you'd need to make the face less compelling.
My question about the composition is whether that shutter speed is what you want. Probably don't want it any slower or it'd be too blurry, but maybe faster for the sharp/frozen effect.
