OEM software means that you buy the software with hardware. It's legal to buy in the US too. The website though is a total scam.
One thing that legit sellers used to do back in the day was to sell you OEM versions of Office or Windows with a fan or blank drive panel, or even a screw. This was a long time ago, and that doesn't happen anymore.
