You can still do that. It's more common to buy OEM Windoze along with a
hard-drive or a mother board rather than such minor parts.

I was able to buy Windoze 7 Pro 64-bit OEM version when I was building
my new Photoshop computer last year.

OEM software means that you buy the software with hardware.  It's
legal to buy in the US too.  The website though is a total scam.

One thing that legit sellers used to do back in the day was to sell
you OEM versions of Office or Windows with a fan or blank drive panel,
or even a screw.  This was a long time ago, and that doesn't happen

it probably depends on where you are. I think that in the EU it's ok to buy
OEM software (disclaimer: this is an opinion - not legal advice!).

However, whether the software advertised as OEM really is, or whether it's a
pirate copy, or whether there is any software at all rather than just a
means of taking your credit card details, is something else entirely.
