No, I'm blaming the right wing war against public education that sprang up to resist the Supreme Court's Brown v. Board of Education ruling for declining school performance.

The breakdown started when the Supreme Court decided that "Separate but
Equal" was in no way ever going to be "equal", so it was no longer gonna' be
allowed to be "separate" either.
