We'd aim to get a bit of margin under the limits to have good confidence of passing, then we'd go to an external lab for the kind of testing we can use for compliance purposes. It probably wasn't much help to have a cellphone tower less than 100 metres away :) Plus good clear line-of-sight to every commercial radio & TV transmitter in the city.
