I can't say that on my PC (PII-350MHz). If you don't have that with the mouse, only the pen, you need to realise that the pen will move in the area indicated on the pad with the rectangular, and that represents your entire screen. The mouse mode is different, like any other mouse it moves relative, and it accelerates rather fast.
