Yeah, but the question was which "north" are the two *programs*
using. Are they both using the same one?
The software should have some way to set whether the azimuth is
measured from true north or from magnetic north.
If one software has been set to expect a magnetic azimuth (and to
correct for declination), and the O-GPS1 provides a true azimuth, the
output is going to have an error equal to the value of the magnetic
declination.
If the other software has been set to expect a true azimuth, there's
going to be a discrepancy between its output and the output from the
software that was set to expect a magnetic azimuth.
If the outputs he's getting from the two programs disagree by "2 deg 47
minutes", that would be an indication that one of them is set to expect
a magnetic azimuth and the other expects a true azimuth.

Zoom in on the map until you can click on the location where you took the
photo. If the discrepancy is 2 deg 47 minutes that's probably what's
happening one shows true north and the other shows magnetic north.
