That's an excellent idea.

The point of the UK Under 17 Car Club (U17CC featured in the ITV News
video) is that all of the teens taking part don't have any form of
driving license or learner's permit.

The legality of driving in the UK are: one can apply for and receive a
provisional driving license (effectively a Learner's Permit) from age
17. This entitles the person to drive on UK highways accompanied at all
times by a full UK driving license holder. Red 'L' plates (stickers /
magnetic plastic signs) must be displayed front and back of the vehicle,
and of course the proper insurance must be in place. Other than that, a
complete novice who has never driven before, ever, could in theory get
behind the wheel on public UK roads. Frightening eh!

At any time after the student's 17th birthday, a driving test can be
applied for and taken, and if the student passes then the L plates can
come off.

As you know, the point of the U17CC is to give pre-age-17 students a
chance to experience driving and hone up on skills prior to actually
driving on public roads. My son Stef did something similar through
Mercedes-Benz World at Brooklands in London:

Advanced courses can be taken once the driving test is passed - for
instance the test for a full license does not cover night time or
motorway (freeway) driving!
