I hate seeing thus kind of simplistic misinformation passed around, forgive me.
DNG is not a "wrapper around TIFF".. It's a specialization of the TIFF file format with a standards based design spec, designed to contain raw camera or scanner data in both mosaic form and in linear RGB form. Being a container format, it can also contain a lot of other data types for maximum flexibility, including TIFF, JPEG, IPTC and EXIF metadata, encapsulated processing parameters, et cetera. See adobe.com/DNG for more extensive information and access to the DNG specification. This still does not make it a format that PS will output a panorama in.
