Yeah, Bob is right. That big red F is called the head tube badge. The head tube is (more or less) what connects the handlebars with the fork/front wheel. Inside is what's called the head set that allows the front wheel to steer.
This is an old 1950s vintage kid's bike that was heavy, sturdy and made to resemble a motorcycle with a fake gas tank. That gas tank contained a horn and the batteries for the headlight.
