Keeps the wipers from freezing to the glass while parked in cold, especially icy weather. When the windshield is wet then freezes and you try to pull the wiper blade from the ice it often rips the blade, rendering it less-than-useful.
With cars most people just pull the wiper up and the spring mechanism holds the blades perpendicular to the windscreen away from any ice that may form. I'm guessing that is not possible on Dave's bus so the bags are used to achieve the same effect. Am I right, Dave?
