Nope. One has 50% more than the other.

I don't have the NYT Manual of Style and Usage, but the Google Books
search reveals enough to be clear:

"Do not confuse percent and percentage point: If an interest rate
rises to 11 percent from 10 percent, the increase is one percentage
point, but 10 percent."
