Yes, it is a real boot, but I believe it is a one-of-a-kind work of
art, rather than an item on sale for rodeo use.  I found it in a store
that sells boots, saddles, hats and other cowboy gear:

The store is in Makawao, in upcountry Maui.  The town is a mix of
artists and working cowboys.  They still tend cattle on horseback in
that rough terrain.  Every Fourth of July weekend, they have a big two
day rodeo, part of the Budweiser Rodeo Circuit.  One of my favorite
places.
