Looking at another image with a NYPD police car in it, I confirmed
that the car did not have a license plate, but instead there was a
plain metal rectangle bearing the fleet number of the car, i.e.,
"4769-13" and nothing else.  That number is also painted on the body
of the car.

So, in New York, police cars do not have license plates!
