I am *NOT* an expert, but I found Robert's Rules online:

I had always assumed that based on the long title "Pocket Manual of Rules of Order for Deliberative Assemblies" that he was a British Parliamentarian. And, instead of being based on procedures from the House of Commons, "Robert's Rules" were based on the procedures of the US House of Representatives. On 5/28/2014 12:20 AM, Bill wrote:
