Some tips to try. Place a piece of rubber flat on a sturdy countertop or
table.  I use one of those bottle opener sheets that is supposed to increase
your grip on jelly and maynaise jars. Place the lense, filter down on the
sheet. Press down hard, and turn the lens counterclockwise.

Didn't work? Next I get a glass cutter that has that little steel ball on
the end for increasing the depth of your score by cracking the glass along
the score. Tap the filter (only) all around the edge, not too hard, but as
hard as you dare without bending the rim or breaking the glass. This
sometimes loosens the particulate material that is jamming the filter on. It
increases the friction coefficient between the twor metal surfaces of the
threads. Anyway, then try the table top rubber sheet method again.

I've been succesful with these tricks many times when the plastic filter
removers that camera stores seem to think will work.

Final trick. Use a fine bladed hacksaw, modeling saw (very fine and sharp
teeth) or jewelers saw to cut a 1 or 2 mm deep slot across the frontmost rim
of the filter (180 degrees apart, easy to do both slots at once). Careful of
the glass. No need to go that deep. Now use the blade of the hacksaw
(removed from the saw) or as I do, a nail file, to bridge the filter and sit
in the slots you cut. Twist away! IF you have adjustable spanners for lens
work (about $10 - $15 mail order), you can use them instead of the nail
file.
