It probably calculates based on worst case using lossless compression, but certain scenes will give much better compression (large expanses of the same exposure value). If it's indeterminate, I'd much rather my camera told me 150 images when I had room for 250 rather than the other way around.
It really shouldn't be much of an issue until you're getting down to 50 shots or so left anyways.
