Interestingly, in the UK the word "handicap" is offensive to disabled people.

The company I work for runs the national IT system for the UK Blue
Badge service for parking concessions. Disabled people are entitled to
a badge if they are in receipt of certain benefits or have other proof
that they have sufficient mobility issues to entitle them to a badge.
The badge contains the user's photo and is printed by a company that
specialises in printing secure documents. It contains anti-forging
elements and makes enforcement easier. The badge is not tied to a
vehicle so it can be used by anyone who is accompanying the registered
user - but only if the user is present.
