The problem I was having regarding messages sent to PDML not being delivered

that's strong evidence that AT&T is also using the Proofpoint blacklist, since it unblocked at about the same time as Godfrey's Apple account

I have another PDML-related problem, though, and I wonder if you have any
insight into it: I can’t log onto pdml.net. When I try I get messages saying
that the server for the site is not responding. I’ve had this problem for
approximately two weeks.

if you literally got "server unavailable", i suspect it was just a transient problem

however if you try using the Visit Subscriber List button, note that the address/password section next to that button works only for the list administrator (it will give you "Error - PDML roster authentication failed.")

the Subscribing to PDML section at the top allows you to set a password for your subscription, but there's no value for that password because there is nothing you can do with it

to make changes to your subscription you just put your email address in the last box, but no password, then click "Unsubscribe or edit options"; fill out the form on the next page and you'll get a confirmation email, with a link you must click
