I'd hope there is more palm leaf above the frame. If not, then it would be a 
problem to fix.

If you move the horizon, you mess with the framing by the palm leaf.

I think I might have taken a step or two to the right & composed a 
vertical shot to get 2/3 sky, 1/3 ocean & make the palm leaf a stronger 
framing element at the same time.
