First of all, you are mixing things up: PUG and PDML list.
Brian is a PUG-meister, while Doug Brewer is list-master.
Second, regarding the bandwidth, - Doug pays for it from his pocket (and
some PDMLers donate to that cause).
The fact that the limit exceeded, means that either more people more
frequently accessing the list via PDML archives, or more robots are
harvesting information from the archive. (I actually see increased
activity of robots in the past 1-2 weeks on the servers I administer.)
And the fact that it started happening more frequently in the last half a
year, suggests that it might be both.
I actually switched mostly to reading PDML from mail-archive-based archive
of the list to read it (to conserve the bandwidth of Doug's server).

I don't want to speak for Doug, but I suspect that unless someone (or
whatever many some's) would commit to investing in a higher bandwidth
tier, you would have to wait until March before you can access the list on
pdml.net
