When my wife was Science Supervisor for a public school system, she had reliable suppliers for lab equipment. The state, however, in an effort to cut costs, negotiated contracts with various companies for lower prices, and required local school districts to buy from these approved sources. My wife ordered a large amount of lab glassware from a approved source, located in China. The glassware seems to have been appropriately manufactured, but it was simply dumped into large cardboard boxes, without any separators or packing materials. Almost all of it arrived in New Jersey as shards of glass.
